		<description>Of course, if they strip the 'special deals' it is a new bill which requires a new vote, which is what they know they cannot get to a vote - they are only in possession of 59 of the 60 votes necessary.  

Some want to say only a simple majority should be required but somehow I think such a major overhaul of life as we know it in the US should rate at least 60 votes, and in fact I would think a 2/3 majority (67 votes for those who can't figure the math because they are products of the US education system) would be even more appropriate, and I believe used to be the number for cloture years ago.</description>
